Ruto Hails Dangote’s ‘Reckless’ Refinery Gamble as Kenya Moves to Replicate Nigeria’s Industrial Model in Lamu

Kenyan President William Ruto has pointed to Aliko Dangote’s multibillion-dollar refinery project in Lagos as a model for Kenya’s own ambitions to build a major oil-refining hub in Lamu.

Speaking on Wednesday at the groundbreaking ceremony for the proposed $16 billion Lamu Oil Refinery, Ruto described Dangote’s decision to commit enormous private capital to refining as a “reckless” risk, one that has since positioned Nigeria at the centre of renewed refining ambitions in Africa.

 

Ruto’s remarks raise a broader question about Africa’s race to reduce dependence on imported petroleum products: can Kenya replicate the scale and industrial impact of Dangote’s project, and at what cost?

The Lamu project is being presented as a major industrial undertaking with the potential to transform Kenya’s energy and maritime infrastructure. Its proposed location along the coast also places the refinery within a wider strategic push to develop Lamu as an important regional logistics and energy hub.

 

Dangote’s refinery, meanwhile, represents one of the continent’s most ambitious private-sector investments in the downstream oil industry. The Lagos facility was built after years of financial commitments, regulatory challenges and infrastructure requirements, making its development a high-stakes bet on Africa’s long-term demand for locally refined petroleum products.

 

Ruto’s reference to Dangote’s “reckless” risk therefore goes beyond praise for an individual businessman. It highlights the scale of capital, political commitment and economic risk involved when African countries attempt to build strategic energy infrastructure rather than remain dependent on imports.

For Kenya, the critical test will now be whether the Lamu project can move from an ambitious announcement to a fully financed and operational refinery—and whether it can deliver the economic benefits being promised.
