Threat Assessment: High Pending Independent Verification

1. WHAT THE INTELLIGENCE CLAIMS

An intelligence report reviewed by Globalvoice has raised concerns over an alleged movement of armed groups into parts of southern and eastern Plateau State.

According to the report, more than 200 armed fighters may have been moved from neighbouring Bauchi, Nasarawa and Kaduna states to reinforce groups allegedly operating within Plateau State.

The intelligence further claims that the reported mobilization could be linked to plans for coordinated attacks on communities in several local government areas.

Globalvoice has not independently verified these claims, and the identities, strength and intentions of the alleged groups could not be independently established as of the time of publication.

The report identifies several locations around Jos East, Mangu, Barkin Ladi, Riyom, Bokkos and Qua’an Pan as areas requiring heightened security attention.

2. LOCATIONS FLAGGED IN THE REPORT

Among the locations identified in the intelligence are:

Barkin Ladi

The report identifies parts of Fan and Foron districts, as well as communities around the Mangu–Barkin Ladi–Jos East boundary, as areas of concern.

Specific communities mentioned include Fan-Loh, Bakin Kogi, Dorong and Gwom Ajang.

Riyom

The intelligence report also references the Joko area, the Plateau and Kaduna border corridor and hills around Asono and Bachi.

The report alleges that some fighters may have entered through the Nasarawa axis, although this claim has not been independently verified.

Bokkos

Hills and forested areas around Bodel are also identified in the report, with Daffo, Tangur, Kwatas and surrounding communities listed as areas requiring increased vigilance.

Qua’an Pan and Mangu

The report further references forested areas around Doemak and alleges possible movements towards the Mangun axis of Mangu.

Again, these reported movements remain unconfirmed.

3. WHY THE REPORT MATTERS

Plateau State has experienced repeated episodes of communal and armed violence, making reports of unusual armed group movements particularly significant.

However, intelligence reports of this nature require careful verification. False or exaggerated security information can generate panic, trigger unnecessary displacement and potentially expose communities to additional risks.

The key question, therefore, is not simply whether the reported mobilization exists, but whether security agencies have independently detected and corroborated the alleged movements.

As of the publication of this alert, Globalvoice has not established independent confirmation from official security authorities regarding the alleged deployment of more than 200 fighters or the specific attack plans contained in the intelligence report.

4. ADVISORY TO RESIDENTS

Residents in the affected areas are advised to exercise increased caution, particularly during nighttime hours.

Communities should:

  • Remain alert to unusual movements around isolated areas, forests and hill routes.

  • Avoid unnecessary travel through isolated locations after dark.

  • Maintain functioning community early-warning and communication networks.

  • Keep mobile phones charged and emergency contacts readily available.

  • Report suspicious movements to the nearest security formation or recognised community authority.

  • Verify security information before sharing it on social media or messaging platforms.

Residents are strongly advised not to confront suspected armed groups or attempt to investigate suspicious movements themselves.

5. SECURITY AGENCIES URGED TO VERIFY INTELLIGENCE

The information reviewed by Globalvoice highlights several corridors that may warrant increased surveillance and intelligence gathering.

These include:

  • Shere Hills Maijuju Kadunu corridor

  • Fan and Foron districts

  • Bachi and surrounding areas

  • Bokkos Daffo axis

  • Mangun axis in Mangu

  • Other forested and border communities identified in the intelligence report

Relevant security agencies should independently assess the information, increase appropriate surveillance where necessary and provide residents with verified security guidance.

6. WHAT REMAINS UNKNOWN

Several important questions remain unanswered:

Who precisely are the alleged armed groups?

Where did the reported fighters originate, and can their movements be independently confirmed?

Has any security agency detected the alleged mobilization?

Are the reported numbers accurate?

Have specific communities actually been identified as operational targets, or are these simply unverified intelligence assessments?

These questions are critical because the consequences of publishing unverified security information can be serious.

7. GLOBALVOICE VERIFICATION NOTE

This report is based on intelligence provided to Globalvoice and is being published as a security warning requiring further verification, not as confirmation that
